中方堅(jiān)定支持建立東南亞無(wú)核武器區(qū)

7月14日下午，國(guó)防部新聞局副局長(zhǎng)、國(guó)防部新聞發(fā)言人蔣斌大校就近期涉軍問(wèn)題發(fā)布消息。
記者：據(jù)報(bào)道，菲律賓防長(zhǎng)近日接受采訪稱，中國(guó)同意簽署《東南亞無(wú)核武器區(qū)條約》議定書“只是做做樣子”，中方作為世界最大核武庫(kù)之一，應(yīng)率先實(shí)現(xiàn)無(wú)核化，才能展現(xiàn)誠(chéng)意。請(qǐng)問(wèn)發(fā)言人有何評(píng)論？
Question: The Philippine Defense Secretary has recently said in an interview that China’s willingness to sign the Protocol to the Treaty on the Southeast Asia Nuclear Weapon-Free Zone was just a symbolic gesture. With one of the world’s largest nuclear arsenals, China should denuclearize first to show its sincerity. Do you have any comment?
蔣斌：菲方某些人經(jīng)常對(duì)中方維護(hù)地區(qū)和平的努力無(wú)端攻擊抹黑，不知是代表他個(gè)人還是代表國(guó)家立場(chǎng)？令人費(fèi)解。建立東南亞無(wú)核武器區(qū)對(duì)加強(qiáng)國(guó)際核不擴(kuò)散體系、促進(jìn)地區(qū)和平穩(wěn)定意義重大，有助于維護(hù)東盟國(guó)家的根本安全利益。中方對(duì)此堅(jiān)定支持，已明確表示愿率先簽署條約議定書。
Jiang Bin: Some people in the Philippines often make groundless accusations against China’s efforts in preserving regional peace. Do they speak for themselves or stand for their country? We are not sure. The establishment of a nuclear weapon-free zone in Southeast Asia is significant for strengthening the international nuclear non-proliferation regime and promoting regional peace and stability, and is conducive to the fundamental security interests of ASEAN countries. The Chinese side is fully committed to such an undertaking, and has made clear our willingness to take the lead in signing the protocol.
中國(guó)奉行不首先使用核武器的政策，承諾無(wú)條件不對(duì)無(wú)核武器國(guó)家和無(wú)核武器區(qū)使用或威脅使用核武器，是核武器國(guó)家中唯一做出上述承諾的國(guó)家，中國(guó)核力量及核政策是對(duì)世界和平的重要貢獻(xiàn)，國(guó)際社會(huì)對(duì)此有目共睹。
China follows a policy of no first use of nuclear weapons, and has made an unconditional commitment of not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear weapon-free zones. China is the only nuclear-weapon state that has made such a commitment. China’s nuclear force and nuclear policy have been a significant contribution to world peace, which is widely recognized by the international community.
